全成分標示 Label of Full ingredient names
(1) 全成分名稱，應參照International Nomenclature of Cosmetic Ingredients (INCI)、中華藥典、美國藥典(United StatesPharmacopoeia)或歐洲藥典(European Pharmacopoeia)，或其他公定書或藥典，以中文或英文標示。Full ingredient names shall be labelled in Chinese or English with reference to the pharmacopoeia or official reference books, including International Nomenclature of Cosmetic Ingredients (INCI), ChinesePharmacopoeia, United States Pharmacopoeia, and European Pharmacopoeia.
(2) 色素成分之標示得參照美國食品藥物管理局之Color Index (CI)或EC Directive Annex IV 命名法。Colorant ingredients may refer to the Color Index (CI) and EC Directive Annex IV of U.S. FDA.
(3) 香精及香料之標示，得以香精、香料、Flavor、Fragrance、Parfum、Perfume 或Aroma 表示之。Essence and spices may be labelled as Essence, Spices, Flavor , Fragrance, Parfum, Perfume or Aroma.
(4) 成分名稱應依其含量（淨重或容量），由「高至低」排列標示。但成分屬下列各款之一者，得於產品中其他含量大於1/100之成分後任意排列：
(4-1) 成分含量小於或等於1/100。
(4-2) 彩粧類產品使用之色素成分。Ingredients shall be labelled in a descending order according to their concentration (weight or volume). Provided that if the ingredients refer to one of the Sub-paragraphs, the concentration of ingredientsmay be labelled in a random order following the ingredients of more than 1 percent concentration.(4-1) The concentration of the ingredients is equal to or less than 1 percent.(4-2) Colorant ingredients in makeup products
(5) 彩粧系列產品應標示其加入色素之名稱；其可能加入之色素得載明下列字樣之一而為標示：
(5-1) +\–。

(6) 成分應將所有成分標示，且明確標示。特殊案例：面膜，成分應明確標示出「面膜紙質」及「精華液全成分」。235Full ingredient names, this label, need to list all of ingredient, not only cosmetic substances (including active ingredients and carriers like water) but also some kind of non-cosmetic carrier like face mask sheet ingredient.
(7) 歐盟有規定26種過敏原(Annex III 第 45, 67 and 69 to 92a條目)，如果含有26香料過敏源，若其在沖洗式產品中添加濃度超過100ppm(0.01%)或免沖洗產品中濃度超過10 ppm (0.001%)，就必須將單體標示於標籤。但在台灣並沒有此規定，所以參考即可。In accordance with EU cosmetic regulation "LIST OF SUBSTANCES WHICH COSMETIC PRODUCTS MUST NOT CONTAIN EXCEPT SUBJECT TO THE RESTRICTIONS LAID DOWN"-The presence of the allergy substance of Fragrance(As below list for Annex III/45, 67 and 69 to 92)must be indicated in the list of ingredients referred to in Article 19(1)g when its concentration exceeds:0.001% (in leave-on products), 0.01% (in rinse-off products).But this regulation is not for Taiwan, just for reference only.
